State Grants Tax Relief for Heav’nly Donuts’ Headquarters and Bakery Expansion Plans

Heav’nly Commissary Expands with State Tax Credits and Property Tax Relief.

Heav’nly Commissary, the bakery behind the well-known Heav’nly Donuts locations in Methuen, Haverhill, and North Andover, has received state tax credits and local property tax relief to support a new baking operation in Methuen. The new facility will have seven times the space of its current plant.

The company plans to invest $6.1 million to move its headquarters to 25 Calumet Road in Methuen. The renovation will cover 28,754 square feet and create a modern baking operation. Heav’nly expects to add 25 new jobs, in addition to its existing 14 positions.

The Massachusetts Economic Assistance Coordinating Council approved $375,000 in Economic Development Incentive Program state tax credits for Heav’nly. The City of Methuen will provide five years of property tax relief, totaling $52,164. Heav’nly was one of eight projects to receive state tax credits.

Secretary of Economic Development Yvonne Hao stated, “The Economic Assistance Coordinating Council provides essential tools for investing in Massachusetts businesses and fostering growth. This new round of tax credits will help create jobs and expand businesses across various industries, from seafood processors to medical device manufacturers.”

Methuen recently approved Heav’nly’s tax relief, known as tax increment financing. In a resolution, the city highlighted Heav’nly’s success since its founding in 1975 and its commitment to growing its business locally. Heav’nly acquired the new property in April.

At the same meeting, the council also approved $1.6 million in local property tax relief for Lupoli Companies’ new six-story, 660-space parking garage on Merrimack Street. This project is part of a $160 million mixed-use development that will feature 396 residential apartments, a food hall, commercial space, and other public areas. The previously city-owned parcel had not generated taxes for 50 years following the demolition of local stores during the Merrimack Street Urban Renewal project.

Undersecretary of Economic Foundations Ashley Stolba emphasized, “Our goal is to make Massachusetts the best place for businesses to start, grow, and thrive. Through this latest round of incentives, we are working with communities across the state to support business development in cities and towns of all sizes, including Gateway Cities.”
